Welcome Back to Sacramento: Key Themes for 2026

Lawmakers reconvened in Sacramento on January 5 to kick off the second year of the 2025-26 legislative session. The policy landscape in California is shaping up to be busy, fast-moving, and consequential. This year brings renewed focus on affordability, with enhanced focus on protecting and preserving existing programs from the evolving political dynamics between the state and federal government. With shorter timelines and increased scrutiny around fiscal impacts, successful advocacy will require preparedness, data-driven arguments, and the ability to navigate both policy and politics.

Committee calendars are filling quickly and early bill introductions hint at substantial action across key issue areas, including budget, workforce and economic development, health and human services, climate and energy, and consumer protections. In addition, several issues left unresolved in 2025 are poised to return this year.
